To register to vote in New York State, you must meet the following criteria:
Be a United States citizen
Be at least 18 years old by Election Day (you may pre-register at age 16 or 17, but cannot vote until you are 18)
Be a resident of New York State and your county, city, or village for at least 30 days prior to the election
Not be in prison for a felony conviction
Not be adjudged mentally incompetent by a court
Not claim the right to vote elsewhere

Under N.Y. Election Law § 5-508, victims of domestic violence may request a confidential voter registration to protect their safety. This requires submitting a sworn statement to the Board of Elections affirming that:
You are a victim of domestic violence
Disclosure of your voter registration information poses a threat of physical or emotional harm to yourself or a family or household member
