Home Energy Assistance Program (HEAP)

The NYS Home Energy Assistance Program (HEAP) is a federally funded program that assists low-income residents of New York in meeting their home energy needs. The HEAP program is comprised of Regular Benefit, Emergency Benefit, and Weatherization components. The 2025-26 HEAP season opened on December 1st, 2025. Emergency HEAP is open effective January 2, 2026.  If you have a heating emergency, please contact our agency to apply for Emergency HEAP.

How Do I Apply?

• Request an application by mail Printable Application

• Print an application at home: HEAP application (LDSS-3421), AND
       Mail to: Jefferson County Dept. of Social Services

• In person at the Jefferson County Department of Social Services
