Certificate of Residence

Jefferson County Treasurer's office provides Certificates of Residence for any citizens attending a NYS Community College outside Jefferson County.  The certificate allows the individual to pay the resident rate versus the non-resident rate at any community college in the state.

The legal residence of a college student is presumed to be the residence of the parent, guardian, or any other permanent residence PRIOR to the student's enrollment at the College.  Residency is not gained or lost by attending college and such attendance does NOT change the student's legal residence.

ELIGIBILITY:

  • Jefferson County resident for six (6) months, AND
  • New York State resident for one (1) year
  • Certificates issued for students applying to a two-year SUNY Community College located in New York outside of Jefferson County.

GUIDELINES:

  • Certificate is valid for one (1) academic year.
  • Certificates are issued for a specific school.  If you attend classes or take online classes at more than one school, a certificate is required for each school.
  • Applications cannot be submitted sooner than 2 months prior to the student's registration date (not the start of classes) and 30 days after the start of classes.

TO APPLY:

  • Fill out the online application (link is above)
  • Copy of valid NYS ID, military ID
    • If your NYS ID was issued at least a year ago and the address is current this will suffice as proof of residency
    • If not you will need to provide proof of residency in NY State for at least 1 year and proof of residency in Jefferson County for at least 6 months from the date of the application.
  • Proof of residency must show applicant's physical address (not P.O. Box or in care of a third party) and include the applicant's name.
    • Examples of acceptable proof of residency are:
      • bank statement
      • car registration
      • property tax bill or other tax bill showing proof of address
      • utility bill
      • School Tool profile
      • prior year's NY State income tax return (parents' or parent's tax return, if listed as dependent)
      • prior year high school transcript
      • voter registration card
      • Social Services documentation if address is listed

Once everything has been submitted we will provide the certificate of residence.
