  • Be a United States citizen

  • Be at least 18 years old by Election Day (or pre-register at 16 or 17)

  • Reside in the county or city for at least 30 days before the election

  • Not be currently incarcerated for a felony conviction

  • Not claim the right to vote elsewhere
